Recommendation on additional seat in the European Parliament

A referendum on the Treaty of Lisbon will be held (again) in Ireland on October 2nd. Provided the Lisbon Treaty is ratified, the Netherlands will receive an additional seat in the European Parliament. However, the European Parliament elections are already behind us.

According to what system should this additional seat be allocated? The State Secretary has decided that this seat will be allocated as if it were a residual seat. As can be seen from its recommendation, the Electoral Council agrees with this position.

Prior to the election, in a previous recommendation on the subject, the Electoral Council suggested that the parties which obtained at least 75% of the electoral quotient in the elections should also qualify for the 26th seat. The State Secretary did not adopt this point.
